The role of religious communities in preventing radicalization and violent extremism

Based on case studies in three Norwegian cities, this report describes the role of Muslim religious communities in preventing radicalization and violent extremism. Three factors assumed to enhance vulnerability are identified by the interviewed representatives from mosques and local authorities: social exclusion, unclear identity among young Muslims, and poor religious education. Measures intended to address these three vulnerability factors are implemented in the mosques, sometimes in collaboration with local authorities. For the most part, mosques and local authorities agree both on the causes of radicalization and on what is needed to prevent it. Interviewed representatives from the mosques are however critical of directly preventive measures targeted at the entire Muslim population. They feel such measures come with the implicit assumption that all Muslims are potential extremists, and they therefore perceive these measures as stigmatizing. The representatives from the religious communities urge the authorities to focus more on general integration measures and aim the more specific measures directly at the target group.
